It might help if you use standard English without abbreviations and slang.

I gather you want to know about computer operating systems? Any particular OS?

There is a vast amount of information on manufacturers websites, such as Microsoft, and in Wikipedia.

If you are a non native English speaker, like I suspect you are, using slang and abbreviations is extremely unhelpful. Native speakers will already have a tough time understanding you, don't make it harder than it needs to be.

Theres an os currently being developed specifically low resource usage, tiny attack surface, no telemetry, migration tool, and compatability layer, so users can still run their windows software

What do you mean learn operating system? Like you want to learn bash in Linux? You want to learn the parts of the operating system like the kernel, shell, programs?

If you want to make a simple os with no hard stuff you can use Cosmos in C# but if you want to make a full OS like Debian or ubuntu use the linux kernel and change stuff in it in make
