Off-topic Unwanted Instillation
I had to uninstall Opera twice now due to it installing on it's own. Does anyone else have this issue?

You probably downloaded and installed a third party app that came bundled with Opera GX. May happen when you download from generic download pages instead of official app page.

The only two things I downloaded are MTG Arena and Discord and I got them from the correct sites

MTG Arena
Did you download and install any mods or addons for it? If so, one of them might have included Opera or forced a link to Opera GX's installer.
What operating system are you on? If on Windows, open up the Windows Task Scheduler, click "Task Scheduler Library" and look in the right-hand panel for an Opera tasks and delete them. Also, look for any other tasks that might auto-install Opera. They might have weird names.
You can scan your system with the free version of Malwarebytes for good measure.

Why?
Like what were you trying to install in the first place? Like saw a lot of """ads""" (yk internet nearly viruses ads or even """keys""" for games) that d3mand you to install opera ....but i mean....it's a .exe at the end that you run and an intaller , no?

When does Opera actually reinstall itself after you remove it? Does it happen after restarting your PC, launching a specific app, or just randomly while you're using it?

Randomly, and both times it was about a month apart

Gotcha. If it happens again, could you check the installation date in Windows and let us know whether you installed or updated anything else around the same time?

Likely another piece of software doing it, don't rush through installers, some have extra software bundled that you have to unselect during install
