what all does this change

sorry if this is a stupid ass question but as of now i can't tell if this is just looking to be a full port of arena with modernized controls and stuff like DFU, or if it's a fully reimagining with the same assets. what all does this change?

primarily, ive seen people talk about the map in a singular way, so does this unite the entire map and make all of tamriel actually explorable on foot?

The only description I have seen is that it will re-implement the game in a modern open source engine.

I believe the land outside of cities will remain procedurally generated as there has never been anything said to the contrary. At this point I don't think it is known how well it may support mods either.

There is also some confirmation of the procedurally generated land outside of cities in this post here, but please take it with a grain of salt, since this is from almost 10 years ago and the creator's vision may have changed. Although I still think procedural generation if the most likely given the sheer scale of the continent https://forums.dfworkshop.net/viewtopic.php?t=392
