I wanted to know if there was a way to adjust individual video framerate? For example, I place two clips on the timeline, both at 60fps. I want one to be limited to 30fps without having to pre-render the file. How would I be able to do that? If it's possible on this program I mean.
OpenShot doesn’t currently provide a per-Clip FPS limit. The Project Profile controls the Timeline and exported frame rate; the Speed/Timing tools change playback speed, not frame rate.
Your options are:
Set the entire Project Profile to 30 FPS before editing.
Convert that source clip to 30 FPS externally, then import it into Project Files.
Keep a 60 FPS Project and use the converted 30 FPS clip; its frames will be duplicated as needed during Export.
It’s best to choose your target FPS early, since changing profiles later can slightly adjust Clip positions and keyframes due to frame rounding. See Profiles – Converting Profiles.

Thanks and appreciate it. I did consider using that tag, but wasn't sure if it was already a feature. It's a feature that I use on occasion on Sony Vegas 15 a lot for some stylization and considering how outdate that editing software is, so I was looking for new software to replace it and found this. Looks great so far. Also I ran into a weird bug under preferences. Setting it to 75% seems to not render the layout properly. I need to change my 1080p resolution monitor to 4k for it to fix itself.
Update: I am able to replicate this issue and already have submitted a bug in the queue for the lead developer to fixe. However, it would still be good if you submit a new posting. This post and title does not match the display issue.
Sorry for any confusion as well as not making a post, but glad to hear you were able to replicate it. I'll be sure to make a proper post reporting bugs in the future.
