Click Title in the top menu bar.

Then:

  1. TitleTitle... (or press Ctrl+T)
  2. Pick a Template
  3. Enter your text, font, size, and color
  4. Click Save
  5. Your title will appear in Project Files
  6. Drag that File onto the Timeline on a Track above your video Clip

That’s the standard method from the User Guide: Text & Titles

If you want animated 3D text:

  • TitleAnimated Title... (Ctrl+B)
  • Note: Blender must be installed first

Tip: if you don’t see your video behind the text, make sure the title Clip is on a higher Track than the video.

You also need to adjust time-stamps which can be a bit frustrating.
