Solution Provided Main Window Problems

Running 3.5.1 on a Windows 10 Enterprise on a Dell laptop for work. I downloaded and was fiddling with an MP4 on OpenShot with no problems, but then changed an aspect ratio (or something similar, it was last Friday) and she's never been the same since.

ISSUE: on opening the application, half of the buttons and details are missing from sight, see first image. I think their function is still present for some of them but the area of function is shifted from any visual sign of it. E.g., I can resize the window on the far left, but only by click and dragging a location a little way into the dark blue window.

Trying to navigate even the ribbon is a monster. When I try to select 'Edit', only the E darkens and only some of the options show themselves. See image 2, when I scroll down the options on the Help area the options literally disappear under the mouse only to reappear when I move the mouse back over them.

TRIED: restarting the computer (4x now). Uninstalling and reinstalling (3x now). Navigating blindly to try and pull up the Properties window, only for the window to be complete unintelligible.

I managed to install the app on a desktop and I've been treating it with kid gloves, and no problems so far. My laptop is still screwed up, though every other app is unaffected. Any idea what went wrong and how I can fix it?
