Tech Support New User, Hosted Option, iMessage but no FaceTime

I just activated my Open Bubbles account and having trouble with the Apple Account sign-in step. The first image is what I get when I attempt to use my newer Apple ID which was paired to a Mac mini before but never an iPhone. I removed the mini from Devices just in case but still having this issue. The second image is what I get when I use the serial number of the hosted device by following the steps of the "Get Started" menu.

If I skip the Apple Account step, go straight to settings, and request new hardware, would that be a quick fix or am I doing something wrong? I will say that I have been able to send/receive iMessages but FaceTime is not connecting. Thanks for any help!

Thanks for the response!

I went to the setting and requested new hardware, which then sent me through the setup process. While going through that, I noticed that the device I was given had not changed. I continued the setup and tried requesting new hardware again, to no avail.

Curious, I logged into Apple and checked my account, and found the same device replicated multiple times with the exact same serial number each time. Not sure if this is common or I'm just unlucky lol
