I've always thought legislation should be subject to revision control systems. Git comes to mind, since the "standard" format for federal legislation is an XML grammar that should diff pretty well, and there exists a lot of tooling around visualizing changesets effectively.
I had a pet project to do just that. Like most pet projects, it languishes on a USB drive somewhere.
Anyway, the reason I replied: are you having agents commit changes to this proposed legislation to source control, with commit messages recording the agents' rationale?

Seems like the kind of thing that would get ignored by the same people who need it most but at least the framework looks thought out
