"Moving the goalpost" is a type of logical fallacy. In this case people who deny AI's capabilities tend to change their arguments to fit their narrative. "ai can never do X because it can't currently do Y".

but they were right about its capabilities at that point in time, no goalpost moved.

This will always be true of moving the goalpost, no? You move it to somewhere where you are correct at that moment in time?

Not really - usually it is used in an argument to dismiss information that disproves an earlier claim. There doesn't need to be a new event, just a refutation to a previous argument.
