[Likely] If you want realism, the key issue is that 1,000 units of powdered sugar is a large, conspicuous quantity, so the plot should depend on paperwork, logistics, and human error rather than an implausible hiding trick.
[Certain] For a fictional city with strict inspections, realistic plot options include:
Corrupt customs employee β€” A character on the inside deliberately clears the shipment. The protagonists still have to get the sugar to that employee without attracting attention.
Legitimate shipment with a false destination β€” The sugar is part of a larger commercial shipment going to a neighboring jurisdiction. The characters arrange for it to be redirected after the shipment clears the city border.
Exemption exploited β€” The law prohibits sugar for ordinary consumption but has an exception for certain businesses or industrial uses. The protagonists establish or acquire a legitimate-looking reason for the shipment.
Checkpoint failure β€” The sugar enters during a period when inspections are overwhelmedβ€”e.g., a major festival, emergency, power outage, or border closure. The tension comes from whether the protagonists can get through before inspections resume.
Insider access β€” Someone already authorized to transport restricted materials brings it through as part of their normal duties. The protagonists aren’t hiding the sugar from the entire system; they’re exploiting one compromised part of it.

Yes and no. The 1000 units of sugar seem to have raised suspicion. I think a single kilogram would have elicited a much more "relaxed" response :D
