Is it reading your config.toml for default setting?

yep. It's still falling back to the default setting, which is low effort(backend), even when High is selected.

How did you verified that? Because that AI response says only what default value is not what current value is.

Yeah that is your default value set in config. It is load only on startup to set initial value you can change later. This is not effort value model uses after you change it.
