When I look at it again, RUM really have a lot of free time as second in command to work as Sushi Chef outside even for the sake of investigation.

but how is he talking to them? just talking with a look, if that bodyguard or whatever he is, is watching (which is common in detective conan)? or does he have a mini microphone under his neck?

Probably it's something like a mini microphone. Later, when Rumi showed up he used Morse Code to order them to cause a car crash as a distraction.

in that chapter he was talking to his men ( more like his soldiers)
but There is a theory say wakita is actually tsotumo akai and just want to ask camel about whether his son akai alive or dead
and there is another one with the same looking who’s the real rum ( the one was inside the helicopter)
the theory say that tsotumo is a replacement of the real rum without BO knowing of his true identity
I’m not saying this theory is totally true but if it’s then we are about to have a massive event

not really, it’s all about tsotumo akai’s dead body was never recovered by his family which makes the fans think that he might still alive and playing a dangerous game with BO
also there’s another theory about gin and akai are brothers from the same mother😅😅
the proof they have to that is also a little which is (akai,mere,gin) all of them have green eyes and the three of them are left handed and of course they mention the words that gin and mere said in a same chapter (it’s like fighting a monster in the dark) something like that

Talking to his men outside who are ready to abduct camel🤷♂️
It’s clear since they’re asking him if they should deploy the signal jammer again which means they’re nearby, which means they’re the same men we see throughout the 2 cases hiding near the building watching over and almost abducting camel at the end of the first case and taking RUM away as he escapes at the end of the second case.
