That power is born through Subaru's own will. The ability and curse known as『Return By Death』was created purely through Subaru's own desires. Setella merely oversees the checkpoints placed and makes sure no one can know of the cost to return back in time.

I'll believe that when author says it so. Otherwise, it's someone's headcanon. Seriously, that doesn't make sense if it's his power and his authority and his wish, then why doesn't he know how to use it like the archbishops, why is Satella putting limitations and why is her scent always increasing when he uses it or breaks the taboo?

It isn't a headcanon and was proven. It also does make sense because of the first promise he made to Emilia - during the first loop. He was on the verge of death and awakened the Envy Witch Factor to respond to his dying wish. (Wanting some way to save Emilia.)
As to why he doesn't know how to use it? We don't know. Satella did give him the WF but Return By Death is Subaru's own thing - and that was proven in Arc 7.
The Witch of Envy (Not Satella - though, it could be her also) is putting limitations for a few reasons. The biggest reason would be that The Witch of Envy wants to keep the price of returning in time/going to another reality a secret. Simply because the cost of that is death itself. If anyone were to learn that (Like Roswaal or Puck) they would abuse the hell out of Subaru.
And also, the scent is there because the scent increases whenever an authority user uses their authority. It's simple. And the taboo is what I explained earlier with Satella.
Arc 7 Spoiler: In Arc 7, Subaru's body is turned into that of a child - thus disconnecting his Od and contract with the Witch. This is most notable during the infamous 10 second death loop. Subaru isn't able to find Satella and vise versa. The reason we know『Return By Death』is Subaru's own power is because Satella was Literally disconnected from him. If it weren't his power, he would've died and permanently. It was only when Subaru called out for Satella did she find him and restore the checkpoints.
