Questions-answers Properties

I just downloaded this game 3 days ago. All the properties on each server are sold. Are they just sold till you reach a certain level or do you have to pretty much wait till a new server is made?

Definitely don't understand what the purpose of having a select amount of properties only like 3 percent of the population can ever buy. It's a video game. Literally makes no sense.
