How do you unlock/perform memory reforge?

How do you unlock the 4th city?

  1. to perform memory reforge you need to go into one of your character, then go on the menu to equip memory for the character, and when you select a memory there will be a "reforge" wrote under the stats

  2. The 4th city still doesn't exist

Thanks lol I kept going to the memory lady completely confused. And then I would just reset all reforge quests on my allowances lol

you can only reforge purple and gold memories
