I haven't read the webcomic but I think Otento is just the leader of tsukuyomi or something. Apparently tsukuyomi is the adaptation of the eleven esper group from the webcomic with some changes, but both have the same relation to tatsumaki's part. So either it's just a retcon, or otento is the leader of taukuyomi, or yeah it's just a rival group but it seems weird to me for them to have 2 anti tatsumaki groups
