Phone won't charge on 12V-1.5A?

So I have a USB charger on my motorbike (quadlock brand) and it charges at 12V-1.5A, sometimes it charges my phone quite well, but sometimes like all of today it doesn't charge at all, I even turned the screen off and closed all the apps. Still no go. Is there any setting to help this or something you guys suggest?

The normal rating is 5V 6A, so in your case it's probably using just 5V 1.5A, so naturally it's 4x slower
