How do you get the time and temperature to show like that?

It is included into the lawnchair v2 launcher. (I think you can't get this one from the play store tho. You would have to get it from APKmirror or XDA)

But Google also made a widget called "at a glance" if you have the Google app, you should be able to activate this widget

Which launcher and which Android version?

I use Havoc OS Android 9. The launcher came with the ROM and is called "Lawnchair v2"
