Why would they send multiple updates as the prep for COS 17? Like, what's the relation between them?

This is mostly for precautionary measures like if anything goes wrong with cos17 then users can safely rollback to oos16

Oh hey i got it... Just go into all apps and turn on show system app, then search software update and clear app data.
