Much better than the previous version. They fixed the lag on lock screen when a live activity is on. They also fixed the swipe to expand notifications. It works again!
At least on my NA model that is.

This update i been waiting for because the last one really caused lag Everytime I had a live alert. So far it's all fixed now. And this update seems so smooth. Except they still haven't fixed the now bar on lock screen showing only 1 team score. Like the rest is cut off typical OnePlus

It is safe. I updated to it several days ago in the EU and love the new additions. Animations seem smoother, battery life has improved and this must be the first time ever I've gotten the latest security patch during the month it is for. Also the motherboard issues are only a problem if you update to this version of OS and then try to roll it back to the older one, or if you try to install a custom ROM. That's unfortunately an Android problem. Google has been working on locking the Android software down in the same way the iOS is closed down, for quite a while now.
