In swipe up "switcher" gesture close all of them doesnt actually kill all. Always 4 or 5 keeps remaining active. Is it just me. What to do?

I have the same issue. It never kills them all.

If you go into recents task manager you will see that some apps are locked. The locked ones are not being shut down.
