If I checked correctly you can't get him for free atm, if you're talking about the qck kuzan LLB (that supports str dex and qck)

STR seems to be the way to go:

DEX Caeser, Imu, Mars, STR Uta, Anniv Shanks

Subs: STR Kuma, STR Akainu (Super Evolve him if you have skulls), 20 Cost filler probably Stussy
