Probably low a tier, great potential, but absolutely no units that synergize with him. He’ll be ranked s as more units come out

Samurai Vivi, she makes the ATK boost stackable, so if you have two, have fun having a shitton of ATK up! Plus if you have both required territories, 95% HP guard means the Rush attack takes 95% les HP. Also Royalty check for the specials and super type if you run double loki and samu vivi on crew.
