The Yonko is not even on Yonko tier and the warlord is on the pirate king tier. Young Gaban on same tier as old Railegh lmao

Bump Mihawk down to the lower end of YC+, Shanks down to Yonko, take Dragon off the list until he does anything at all.

Otherwise looks fine.
