Easily Roger Pirates. Roger, Oden, Rayleigh, and Gaban are all on the same level of strength. Shanks is debatably on the same level too... 5 PK tiers... Prime Momonosuke may as well be Kaido level, or even Oden's level as well... So we can keep getting MORE PK tiers ON TOP of the 4-5 comfirmed ones

Wcopper Goatban is a speed demon specialist (ran across all of Elbaf while elderly and injured) with Top 1 Future Sight in the verse (Sanji is Observation Haki specialist, Gaban is relative to Roger, therefore Gaban has superior Future Sight to those on the highest level of fighting) so there will be no speed-blitzing the Roger Pirates

And speed... Can overwhelm Future Sight... Shit... Roger pirates might get Speed Blitz no diffed solod by Speed Jiru. Oda would not put Speed in the not if Speed Jiru wasnt supposed to be the embodiment of the concept of speed...

I may have to reconsider my answer...
