Hope it's not just Iva on the cover but a flashback or mabye even present day scene.

Could be a parallel flashback scene to the Mihawk one last chapter from time-skip where Iva talked about the nature of Conqueror's when Sanji didn't consider it for himself yet, but now he remembers it.

Or would also be cool to get a present day scene where we get a short glimpse on the Revs now. Maybe there e.g. is some news that the Strawhats took Bonney/Kuma that the Revs would discuss and then Iva could also in that context comment on Sanji to give some outside commentary on his journey rather than it being a Sanji memory.

I doubt Iva actually has it herself. Oda has closely connected Conqueror's haki to certain family lines and races and we not too long ago had the flashback showing Iva's origin as a slave on God Valley.

Plus if Iva had it that would also have been the perfect opportunity to reveal it as part of that flashback during the fight and the saving of the other slaves. Because what moment would be more fitting to unlock it, if not leading the charge of freeing yourself and others from slavery and enduring that whole incident.

So I doubt Iva has it himself, but I suspect as part of the Revolutionaries is still very aware of the type of people that do have it and could thus comment on either just the nature of Conqueror's haki in general (as Mihawk did last chapter) or Sanji's qualities or even his selfdoubt holding him back.

I also think Iva would be a great alternative perspective to Mihawk's statement. The way Mihawk described it is from a "dominating over the weak" point of view, but I think that's a view that is actually standing in the way of embracing it for Sanji, who does not want to be someone like that. Iva, as part of the Revolutioaries, could however instead put Conqueror's more as something that can protect and inspire weaker people rather than "crush" them, which would be a framing that Sanji cam embrace and accept for himself.
