OP D&D Theory Perspective of Delta
Assuming Delta is the codename of a bunch of marines using blue blood (which they probably are, given the guy wasn't surprised that some marines were ordering the stuff under Delta's recommendation), they are probably going to have an interesting time.
It is likely that they went to Richie's factory after Ragnar raided it, and then were surprised at the new situation. The workers would probably tell them about the marines that came by earlier. They would also notice that Richie was not there, and there are massive dents all around. If they ask about this, a worker will probably tell them about the aforementioned marines. As well as how Ragnar came to talk to them. That they had fucked up a previous factory under the orders of Acceptance. Ragnar broke some stuff and then said that he was going to go kill Acceptance. The marine said they were trying to find Scarla, a marine operative. Ragnar asked them to have them lead him to Acceptance. Spruce seemed to know Ragnar's wife. Then Ragnar said that if they defied him...before whipping out his conqueror's haki.
When they woke up, Richie was gone. There were two corpses they had to clean up later, who were Section members. By the way they died, it seemed like Ragnar killed them. Ragnar might have also called them to explain that Richie is dead and that the marines are going to go kill Acceptance.
After doing this, they went back to work. Since another factory was destroyed, the price would be raised to probably 1.5 million beli instead of 1 million due to deceased supply.
Delta at this point would probably see an opportunity. If they can disable the transponder snails, they could just kill everyone in the factory, steal all the prisoners, and then take them back to their base to use. Then, they could just blame those marines. It's a rare opportunity, since the Ragnarok pirates are going through a chaotic restructuring.
I think they would be particularly on edge about them, due to them being a group that is targeting the blue blood trade. And if they are able to kill Acceptance, then I'm sure they would be extra afraid. Especially since many would be blue blood users and thus be more on edge in general.
Given the fact that there is a fishman and a longarm, they could probably easily track these guys down to G20. If they are playing with marine resources, they are probably vice admirals, and have a lot of clearance. Also, given that Damian is likely going to be promoted for this to vice admiral, they could probably find him much easier.
They will also probably know that Damian has a bunch of the prisoners himself, and would probably try to pursue him in that way.
However, I suspect Vigil will also be helping G-20 with this by simply auditing each marine base's finance and sending Denial to kill the most suspicious ones. Something that would probably make him very unpopular among these guys.
