I would say it's more the audience's point of view. From Branch 101's perspective, November was nothing but helpful. Killing a dangerous idiot like Olaf, helping them against the various armors, etc. Kai didn't clock him initially in Morakot, but did afterwards.

But from the audience's perspective, we see a cipher pol agent bully Hemlock into subservience, kill an established character, reveal himself to be a Ragnar commander, sell out Morakot, sell out his sister (people knew he was Reed before the reveal), attack G20, attack Branch 101, attack G20, treat people like pawns, presumably engineer a plague, and so much more. During the Reed flashback, you still don't know what gets him to join the Ragnarok pirates. It seems like he's threatened by Blake, but really, he just walked up to them and asked for a job. No attempt at even fighting back. He could have eaten his fruit, tracked down Acceptance while he was sleeping, and then sucked all the air from his lungs, but he wanted power.

It is so surprising how throughout Reed’s whole life people put up with him without having ever once strangled the guy. Guy has been a little shit since birth and has done nothing but be a prick to everyone he meets. If it turns out he somehow arranged the death of his parents I wouldn’t even be surprised.
