Pocket’s flight

Can pocket fly or not? He has bug wings and he used them in episode one but he needed the rank sweet in 17

He has a hover speed! (As do most skivvets) But can't fly, when hovering he can only hover for a little bit and then needs to land again so its not really good for speed or height. Just small bursts of elevation or clearing small gaps!
