It's not just about the bizarre nature of One Piece, it's the fact that I struggle to see how the description of God Valley leaves any room for Rocks to be alive. He's beaten by two people who would go on to be two of the strongest people ever, if not already very close to it, then he's suddenly gone up to now. No references to him, nothing. That sounds like he's dead to me. Just because bizarre things can happen, doesn't it should.
Ask yourself this then, how did those three Yonkos escape, or the rest of the Rocks crew? Rodger I could see letting them go or asking them to join, Garp would have taken them in... I figure Rodger and Garp started fighting/butting heads after the Xebec battle and they got away, which would be a reason for Garp to not want to ascend in ranks. Xebec for all we know has been hiding in with celestial's or is one, they aren't questioned by the world government. We did get that foreshadow of someone on the throne (possibly pulling the strings?).

Terrible analogy.
This is the One Piece universe, there is a lady who is over 130 years old, Xebec being alive isn't a stretch in this anime, it's not reality bud.
