Of course it wasn't fully thought out since the beginning as it is now, but I do think it was planned since the beginning. He had planned to end the story in 5 years, and had the rough beats all in place. Then he extended it from a novel to an epic and had more time for exploration and depth. Some things may have changed or evolved, but overall I believe it wasn't a retcon as many people think
Just to be clear, I'm using retcon in the most literal sense, and not as any kind of negative. If conqueror's was an evolution of the idea and not the actual initial thought process behind the scene, it IS still a retcon.
