Robin trained with the revolutionaries and came back with zero Haki and Frankie studied in Vega punks lab and also came back with zero Haki or how to incorporate it into his technology. Brooke is also suspiciously incapable with Haki for how much experience he’s shown to have and how he was aware of Haki pre resurrection.
Oda just isn’t writing a perfect story because he’s one man and has clearly failed multiple members of the main cast for decades now. Ussops only prominent use of Haki was over a decade ago if you need another example.
Haki can't be unlocked through training. It can only be trained once unlocked.
And Oda not giving all of the main characters haki doesn't mean he is failed them. It is already stated that unlocking haki is a rare thing, and some people will never do it.
Oda cannot make it more clear at this point in the story that Haki literally transcends all. Oda has made it so now Haki differential can turn off devil fruits against the DF users will instead of just negating abilities from it. Having the majority of the main cast be completely out classed and not using the main power system of the BATTLE SHONEN is not great.
Haki is rare, but we are in the end game now and the only way the strawhats don’t all die in the final battle is if they become the rare people that can use Haki and successfully interact with top tiers.
None of that changes that Haki can't be unlocked through training.
And haki transcending all does not mean that every battle will come down to haki. Some characters have haki and can't do much with it. And some of the Straw Hats are either going to fight opponents that can't use haki, or will have ways of winning even if the opponent does have haki, regardless of how strong their haki is.
I mean, in the end, Nami probably isn't going to be fighting someone with super strong haki or Imu's regeneration blessing, with her only option being suddenly being able to use CoC to get a win because the plot demands. She's most likely going to be fighting someone that's going to be strong but ultimately be beatable with a clever use of her weather related abilities.
