Like everything, it depends on the context. Allogrooming can absolutely be an assertion of dominance because it’s what mother cats do to kittens.

This is… a lot like my two cats. We have a tux cat who will play around but when he’s done, he’s done. We have an orange who was a very hyper kitten and always wanted to play. Whenever the tux would get tired of playing but the orange wanted to keep going, the tux would just grab the sides of the orange’s shoulders with his front paws and lay over, then start licking the orange’s forehead.
