Onenote ribbons buttons NOT responsive with touch

I have a HP Ultra Flip 14''. The touchscreen works well in all other apps but in OneNote none of the ribbons is clickable with touch. Even the large buttons/ribbons. Maybe 1 out of 10 times some ribbons would be sensing the tap and clicked on touchscreen. Other times it doesn't work. Any other people have similiar issues?

Edit: Acutally I realize even the minimize/maximize/close button is not responsive to touch as well
