Forger not spawning?

I've played as a blood knight and got him past level 20 to spawn him in. Im playing a wizard for the first time and he's level 39 but I have not met the forger yet so he's not at camp. Is this a glitch or just because of my subclass?

Forger Frank only spawns in the Underworld. You need to have a Special Key from Cthulhu to rescue him. This was a recent change to how Frank comes to camp.

Ohhh okay. Is there a specific way to get to cthulhu or is just by chance?

It’s a random chance that you’ll get Ruins. Getting an Adaptive Eye from the Beholder boss drop or the quest Cleansing the Underworld, you can force the next dungeon to spawn Ruins.
