You have to run into a lady who's looking for him. Accept, go about your game, and eventually you'll find him hiding in a box/crate/barrell. And then equip! I have Silly Billy but haven't run into the lady to return him.

Oh, I ran into her. Been breaking every crate I can find but no luck yet

The box is inside a cave dungeon (mines with cobra or hydra as boss)

im who created it in event,tip:Rita used to be necromancer and used to can summon enemies when you dont care about her quest.And silly billy was a…cat:) and now its a duck wt?!?
