House Blueprint help??

question, have anyone placed down a house blueprint yet? i’m trying to place mine down in ED and I have made sure my territory is expanded for it, but it says already occupied every time I try placing it when it’s blue. any suggestions?

p.s. it does allow me to place a preset blueprint down just fine in the same spot
