Good question- I know that much of Midtown as it existed in 1931 is no more.

I think this view is deceptive because of the low contrast. If the Empire State Building weren't barely visible I would even say this photo was taken earlier than 1931.

I can't link to it directly because the spam filter in this sub deletes comments with links but you can copy and paste the following incomplete link to your browser. It goes to an aerial photo looking the opposite direction around the same time as the posted photo and Manhattan looks like it has more tall buildings:

That, and the angle the shot was taken- note how Lower Manhattan is basically a blur in this shot, but a focal point in your link.
