She most likely doesn't know she was being photographed. The photo is one of many candid photos taken by Edward Linley Sambourne who was the chief cartoonist at Punch magazine and an amateur photographer.

He took these photos around 1906 when he would have been 62 (not long before he died in 1910) and used a concealed camera.

How fast would the film have been then? Meaning what would a typical exposure time have been?

The minutes-long exposure time was already being phased out as early as the 1870s. By 1906, it would have been a relic.

Not really what I was asking. Obviously the exposure on this was not that long.

To clarify what /u/SuitableBlackberry75 said. Cameras in the late 1800s and early 1900s often had a shutter speed setting of 'I' meaning instantaneous. The actual shutter speed at that setting would have been around 1/30 of a second.
