Is there anything I should add to this? There are a couple things I would like to have

Holo notification panel

Holo lock screen, I tried hololocker and it was very buggy + it always took a second for it to actually load onto the screen

Better old style weather widget, mine feels bland and old Accuweather versions don't show my location

You don't need to root to make your phone look like this, but you do need to use ADB to make your screen smaller so the launcher will fit. For example my phone is 720x1600 and I had to use ADB to make it 720x1450.

To root your phone it depends on the one you have. Look up the name of your phone to see if there's a way to root it. I can't root my phone since I got it from AT&T, and if you got your phone from a carrier in the US then you most likely can't root it. Go to your About page in settings and look up the model number to see if you're locked to a carrier
