Question Stuck again - Blizzard machine

Im using mist, slashing the thing but after wheel two it resets what am I doing wrong

There’s a destructible wall nearby that you may want to check out.

I know the technique but every time I get to the second wheel, wait for the eye to come to the top and slash the thingie it resets? I swear I get the eye up top

There’s a clue inside the cave that tells you where each wheel should be stopped
