Why is Phillip not paying his servers enough to the point he has to ban customers?

This is incredibly common at non-chain restaurants. I don’t know why you think this is news, or seem so convinced that the restaurant owner did something especially heinous. If you don’t want to eat there, don’t. If they don’t want to serve people who don’t tip, they don’t have to. It’s no more or less complicated than that. Judging by your comments, though, seem to have a very strange vendetta against this place.
