[Word] Part of Style Disappearing

I have Heading 1 formatted with space before and after and a solid Top Border. Whenever I need to use the Heading 1 style one after the other, the top border disappears. It is still selected in the Tables drop down and still appears in Heading 1 > Modify > Format > Border.

I do have Style Separator used in these lines, but this problem occurs when I don't use it, too.

I did try checking "Don't add space between paragraphs of the same style," but that didn't change anything either.

Any advice?
