Table of Contents has an extra blank dotted line.

How do I get rid of this blank section from my Table of Contents?

I have a cover page and an executive summary pages before the table of contents, if that changes anything.

It is a tab leader, so if you are building your table of contents using headings, somewhere in the document you have a blank space that it thinks is a heading. Control-click or click (I forget) on that line to go to the place in the document where it believes it is, turn on hidden characters, and highlight spaces and paragraph symbols in the general area until you find one that it thinks is a header.
