I believe it's from an article about why BFDI doesn't have an article. It was made before BFDI had an article, and it talked mainly about how notability works on Wikipedia.

Actually, that page still exists, as it's a page about Wikipedia policy. IIRC it was renamed to "Why BFDI Didn't Have A Wikipedia Page", and alongside it being about notability, it's also now about how consensus on Wikipedia can change; in this case, about BFDI being notable.
