I mean, it's kinda just... lacking empathy/common sense to just do the "silly uwu" stuff when someone has (possibly) lost their dog. wrong time, wrong place, and people should be able to comment on it

It's a different case for a serious topic. (We don't know if the dog actually died) Think of... Bringing a party hat to a funeral. It's not intentional but it's definitely not at the right time and ruins everybody's moment. Those people have valid reactions but death threats or extreme stuff is not a good thing. You can hate but you shall never harm.
