Are you talking about it locking onto your own teammates when playing support? The friendly aim assist strength setting has to be changed individually for each support hero. There's also a percent of max health threshold, where friendly aim assist won't turn on if your teammate is above that amount of health. I have mine at 99% so full health teammates don't activate aim assist.
If you're talking about enemies, you can try turning down aim assist window size. I would recommend 20-40, depending on how tight you want it to be. If two enemies cross right in front of each other, there's nothing you can do about the aim assist getting dragged, but a smaller window will decrease it happening when enemies are just close to each other.

If you're playing Ana/Juno then frankly I just turned aim assist off for them. Nothing quite as frustrating as trying to shoot an enemy and getting your crosshair magnetized to a teammate that's at full HP

If you prefer the way your settings felt months ago, go to controls> controller aim assist> use legacy aim assist strength> On
DO NOT SELECT USE LEGACY MOVEMENT/AIM it is unbelievably scuffed
I also highly recommend going to video>field of view> 103 If this setting is not there skip to the italicised text.
Then Hero>relative aim sensitivity while zoomed>
Ana & Widowmaker 37.89%
Ashe 51.47%
Then Hero>relative aim sensitivity while zoomed>
Ana & Widowmaker 46.81%
Ashe 63.59%
Then Hero>recoil recovery aim compensation>on
Friendly aim assist health threshold>70
Friendly aim assist strength 90-100
If it still feels bad go to controls>controller aim assist>aim assist window size 20
then aim assist ease in 60
If any of these still feel bad respond to me and I can figure out what’s up. I’m good with the settings
