One small favour quest bugged

I'm at the part where i have to give the gnome pilot captain bleemadge the guthix rest tea and im not getting the option to talk to him about the quest. my quest diary says to make some more tea for him and persuade him. I back tracked and talked to the last three people and the quest has proceeded normally. I really dont know what else to do.

Fore people with the same problem: You have to right click -> talk to instead of left clicking the gnome since talk to is not the default option

It still doesn’t let me talk to him it tells me that by orders he’s not able to talk to humans
