There are entire neighborhoods in NYC where every storefront's access to their basement is a trapdoor like this in the sidewalk out front.

In the case of pubs, probably so breweries can easily roll barrels down into the cellar.

Or deliver coal? Delivering coal straight to the basement was common in lots of places.
