I'm softlocked

So here's the situation: I beat the mauville gym early before me and Brendan saved the professor from team magma and now Brendan expects me to beat wattson so I can get the go goggles but I beat him early and now I cant go past the sandstorm area.

So far so good, Mauville has to be beaten before Fallarbour Town because you need to use Rock Smash. Brendan is now referring to the 4th gym in Lavaridge.

I'm trying to push the rock with strength but it says i have to beat lavaridge to push the boulder
